Tripartite Evolution Game of Railway Safety Supervision Under the Influence of Collusion Within the Enterprise

The National Railway Administration of the People’s Republic China, China State Group Co., Ltd. and front-line staff are three main stakeholders in railway safety supervision system, their decision-making behaviors will directly affect safety. In this paper, based on organizational hierarchy system accidental cause mechanism, considering influence collusion rewards punishments between enterprise staff, tripartite evolutionary game model is built. According to actual data 2018, complex phenomena evolution forms process simulated, behavior rules parties revealed, as well controllable factors methods for direction explored. Evolutionary simulation shows that at an ideal state, current policy management a scientific scope. Some parameters should be reasonably controlled, so guide Pareto optimality. research can provide theoretical reference coordinating relationship among parties, formulating regulatory policies improving ability manage control risks railroads.
